Proposed ordinance targets payday lending

"JACKSONVILLE -- A proposed city ordinance would cap interest
charged for so-called payday loans to military personnel at an
annual rate of 36 percent. The ordinance, introduced Aug. 23 by Jacksonville City Council
President Kevin Hyde, includes the cap and other requirements
in an effort to protect low-ranking service members and other
groups considered susceptible to offers of high-interest
credit." |

"There are approximately 22,000 storefront payday lenders in
the United States, according to estimates by the Consumer
Federation of America. They generate about $40 billion a year
in loans – and $6 billion in finance charges. Total sales
volume grew from $10 billion in 2000 to $40 billion in 2003,
according to the center.
It's a
highly profitable industry, which has led to shops springing
up all over the country, including roughly two dozen locations
in Allen County. Many of them are located in strip malls and
shopping plazas. Reuss says they're more common in
lower-income neighborhoods and near military bases." |

House Bill Protects Military Families, Targets Scam Artists

"A member of the House Commerce Committee says the families of
military personnel serving overseas would no longer fall
victim to financial scam artists, thanks to a bill
overwhelmingly passed by the House of Representatives. The
bill, called the Military Personnel Financial Services
Protection Act (H.R. 458), passed the House by a whopping
405-2 vote. The measure is designed to "prevent the sale of
abusive insurance and investment products to military
personnel," says the bill, which was sponsored by Republican
Congressman Geoff Davis of Kentucky. The bill is now before
the Committee on Banking, Housing, and Urban Affairs in the
U.S. Senate." |
